Under Kentucky law (KRS 186.020), the owner of a motor vehicle who purchases a new vehicle or brings a vehicle into Dayton from another state must register that vehicle with the Campbell County Clerk within 15 days. Kentucky and the City of Dayton actively enforce this statute. Thousands of Kentuckians — known as Freddie Freeroaders — try to beat the system by using out-of-state license plates or temporary tags, which cost state and local governments millions of dollars annually. Motor vehicle usage taxes are used to build and maintain Kentucky’s highways, fund public schools, fire departments, ambulance services, libraries, and provide other government services.
If you see a Kentucky resident abusing the system by operating a vehicle in violation of this statute, please help the Kentucky Department of Revenue identify those Freeroaders. When reporting these abuses, please include the following information:
- License plate number
- Issuing state of license plate
- Make, model, and color of the vehicle
- Date, time, and location where the vehicle was observed
