CAMPBELL COUNTY ANIMAL CONTROL STANDARD OPERATING PROCEDURES

  1. Animal Control General. The Animal Control Officers of Campbell County are empowered to enforce all regulations in Campbell County pertaining to dogs and livestock animals running at large, verification of current rabies vaccination and County dog license, potentially dangerous and dangerous dogs, nuisance and cruelty to animals. Animal Control Officers respond to medical emergencies involving stray domestic animals. Animal Control Officers are available to respond to animal control issues from 10:00 AM to 4:30 PM Monday – Friday and Saturday from 9:00 AM to 1:30 PM.
  2. One Animal Control Officer or Animal Shelter employee is available on an emergency, on-call basis during non-business hours which include Sundays and Holidays. Calls for animals running at large or stray pickup do not qualify as “emergency” operations unless the animals or humans are in immediate danger.
  3. Animal Control Officers of the Campbell County Animal Shelter will respond to animal welfare checks and alleged cruelty complaints. This can include telephone calls from residents complaining about animal related problems. The recording party should note time and date of the call, the caller’s name and telephone number, the location and an accurate description of the animal problem, including a notation if the situation is an emergency. A description of the animal(s), as thorough as possible, should be obtained. Anonymous complaints will be responded to; however, the caller should be informed the inability to follow up with the complainant may prejudice the investigation. Confidentiality may not be possible in cases resulting in citations to Court. Animal Control Officers will give owners written notice of complaints. Complaint calls will be responded to based on the order they are received and/or emergent need.
  4. Nuisance Animals: Owners will receive written notice about their animals the first time by an Animal Control Officer. If conditions do not improve and/or complaints continue, owners may be cited to Court. Barking: After hours complaints for barking can be responded to by a Police Officer and an Animal Control Officer will follow-up on the next business day. Complainants will be asked to keep written barking logs which will be used as evidence in order to purse cases in Court. Confidentiality may not be possible in cases resulting in citations to Court.
  5. To ensure that animals are not left in traps for more than 24 hours, anyone trapping for scheduled TNR surgery is asked to wait to set traps until the night before their appointment. Traps can be rented from the Animal Shelter for a $50 deposit for TNR purposes only, or if a caller is unable to trap on their own, an Animal Control Officer will schedule an appointment to trap for them. Property owners are asked to cover or move traps inside when a cat is trapped during inclement weather.
  6. If at any time an Animal Control Officer feels that their safety is at risk they will request escort from a Police Officer before responding.
  7. Campbell County Animal Shelter is operated as a managed intake facility. The shelter is designed to accommodate stray, homeless, and emergency animals including injured animals as well as animals that are in observance of rabies. In the event an owner needs to surrender their pet, the owners will be referred to local rescues and/or added to a waitlist for drop off with an appointment. Animal Control Officers will not take in owner surrendered animals in the field except in cases of abandonment, cruelty or severe neglect in which case, an owner may be urged to surrender their pet(s).
